We will be presenting our proposals to ensure conditions of confinement at our local jails are on par with national standards through recommendations on accreditation and inmate complaint procedures. We encourage everyone in the area who is interested to attend in support.

What to Expect
The Harrisonburg-Rockingham-Page Reentry Council will also be presenting recommendations not yet acted upon from Moseley’s 2014 report. We believe these recommendations deserve a thorough process of review.
Although there may be an opportunity for public comment, we are not asking for speakers outside of our official presentation. However, your presence is important to encourage local officials of the ongoing interest and support of local residents for criminal justice reform on a local scale.
Recommendation for Correctional Accreditation
The Valley Justice Coalition respectfully requests that the Community Criminal Justice Board recommend to the Harrisonburg City Council and the Rockingham County Board of Supervisors that both Rockingham-Harrisonburg Regional Jail and Middle River Regional Jail begin immediately to pursue national accreditation and that sufficient funds be allocated to support that process.
Accreditation improves public confidence in correctional facilities which meet accepted national standards designed to safeguard the life and health of personnel and offenders while reducing exposure to costly liability and recognizes an institution’s commitment to meeting quality goals and employing evidence-based practices. A number of local and regional jails across the Commonwealth are accredited, yet neither jail serving Harrisonburg and Rockingham County are monitored by an external organization, exposing both staff and inmates to risk.
What is the Valley Justice Coalition?
The Valley Justice Coalition is a group of engaged citizens who have been meeting weekly since 2014 to promote criminal justice reform, with a particular focus on reducing over-incarceration in Harrisonburg and Rockingham County. As we have listened to the concerns of those most directly impacted by the criminal justice system, we have been led to seek improved treatment of those incarcerated, and to promote best practices within the jails.
More ultimately, we hope to promote justice reinvestment through evidence-based reentry programs and robust community services.
